Abstract

بدأت ظاهرة اقتناء الأرقام المميزة  للسيارات في السنوات الأخيرة في المجتمع العربي بشكل واضح، وانتقلت هذه الظاهرة الى المجتمع العراقي الذي يتأثر بمحيطه الإقليمي من حيث الظواهر الاجتماعية، وهذا الأمر شكل ضرورة على الدول للتدخل من أجل إيجاد تنظيم تشريعي لهذه الظاهرة بشكل قانوني، حيث سنت أغلب الدول العربية  إضافة الى قانون المرور قوانين خاصة بالأرقام المميزة، ومن أجل الإلمام بموضوع البحث تطرقنا إلى ماهية هذه الأرقام و كيفية تنظيمها  وطرق بيعها  والجهات التي يمكن التعامل بها ، ومن خلال البحث توصلنا إلى أن النظم القانونية في الدول العربية على اختلاف في مسألة تعريف وتحديد ماهية الرقم المميز بالاضافة إلى عدم اتفاقها على الحقوق التي تخول صاحب الرقم المميز، وفي النهاية نوصي المشرع العراقي باضافة نصوص تتناول مسألة المزادات التي تكون بين الأفراد سواءً التي تقام في معارض السيارات أو عن طريق الانترنيت التي غابت عن معظم التشريعات رغم وجودها في الواقع والتي تعد من افضل الطرق للتعامل بارقام المركبات
