The countries that have federal political systems consist of two governments, the first is the federal government, and the second includes the governments that control the units The author of that country, such as states, cantons, provinces, territories, provinces, etc. After the issuance of the Iraqi constitution in 2005, the Iraqi state has become a federal (federal) state and its system of government is parliamentary, and it consists of a region and a number of governorates. One of the powers of the regions and governorates that are not organized in a region, and these powers are either exclusive or joint, as the constitution sought to grant financial rights and many powers and privileges to the regions and governorates, to manage its affairs without referring to the government in decentralization according to the principle of administrative decentralization, after the issuance of Law No. (21) for the year (2008), entitled Law of Governorates not organized in a Region.<br>The research deals with the legal organization of regions and governorates that are not organized in a region, as well as financial entitlements within the federal form and administrative decentralization. He reaches a set of conclusions, and the researchers recommend a set of proposals to address the problem of research into the occurrence of financial and administrative violations and violations of the rights of regions and governorates, as a result of incorrect interpretation of legal texts marred by ambiguity and lack of clarity.</p> ER -
