In light of the objective, the study problem was summarized by a set of questions centered on the existence of a correlation between governance standards and the dimensions of the smart university in the researched universities, as well as the moral impact of governance standards on the dimensions of the smart university in the researched universities. The importance of the study lies in the new addition of the knowledge field, which is embodied in the orientation towards the smart university through the adoption of university governance standards, as it was noted the scarcity of research that explores the factors affecting the achievement of the dimensions of the smart university. Based on the research questions, three main hypotheses were developed, and the sub hypotheses stem from them to achieve the objectives of the study.<br>The study adopted the inductive approach (descriptive and analytical), as its data were collected by means of a questionnaire that included (45) questions, and it was distributed to a random sample of (50) people representing administrative leaders (university presidents and their assistants, deans, directors of units and main formations) who participate in the decision-making process. At the university and formulating strategic policies in the researched universities represented by the two National Universities of Duhok and Nowruz in the city of Dohuk during the time limits extending from (9/1/2016) to (5/1/2017), from which (38) questionnaires were retrieved, with a response rate of (76). %). It was treated statistically by using the fifteenth edition of the Statistical Package for Social Sciences (SPSS: V. 15). The study relied on analytical statistics (frequencies, percentage, weighted mean, standard deviation), as well as the independent-samples t test and the ANOVA test to identify the differences between the study variables with respect to personality traits.<br>The results of the study showed that there is a significant correlation between university governance standards and the dimensions of the smart university in the researched universities. And the existence of a significant impact relationship for university governance standards on the dimensions of the smart university in the researched universities. And the opinions of the respondents in the universities under study were different about the variable dimensions of the smart university according to the difference in service in the current job position.<br>The study presented a number of recommendations and proposals based on the results of the study, including: The study suggests that the management of the researched universities should pay attention to the application of governance standards by adopting administrative methods that are characterized by integrity, transparency and fairness when applying the promotion procedures, motivation and performance evaluation and when determining responsibilities and roles. The study recommends that the researched universities need to allow the main parties, students and professors, to participate in drawing up policies and making decisions related to their interests, and to express their opinion when preparing study programs and courses in line with the interests of all parties and to maximize academic achievement. The transformation into a smart university requires a supportive organizational culture that encourages creative thinking that leads to excellence and excellence. It also needs an appropriate work environment in which the resources, work systems and appropriate mechanisms are available to redistribute its resources as quickly as necessary to keep pace with environmental changes.</p> ER -
