Since it is recognized that these entities bear the minimum of human rights obligations, it is therefore important to research the possibility of holding them internationally responsible in the event of a violation of these obligations by referring to the general rules for the emergence of international responsibility and invoking them, and to indicate the extent of their application to these entities other than Recognized.</p> ER -
