The investment project in the balance of commercial profitability and national (social) profitability (An analytical study of the criteria adopted in preparing feasibility studies and evaluating a number of projects in Dohuk Governorate)

Investment projects play a major role in accelerating the pace of economic development. This development depends to a large extent on the accuracy of the feasibility study and evaluation of projects and conducting them according to their scientific contexts. These studies are nothing but a series of specialized studies conducted according to successive contexts and the aim is to reach rational investment decision-making. .
Feasibility studies are carried out through two perspectives: the commercial profitability perspective and the national (social) profitability perspective. The first focuses on the financial and commercial aspect, while the second focuses on dealing with the project at the level of the national economy and environmental aspects.
In the last two decades, the Kurdistan region has witnessed a significant development in the establishment of many projects. In order to meet the requirements of this stage, Investment Law No. (4) of 2006 in the Kurdistan Region came in order to create an encouraging climate for investment.
This research comes as an attempt to find out the criteria adopted in conducting feasibility studies and evaluating projects in the governorate of Dohuk. Are the criteria of commercial profitability dominant or national profitability in the contexts of preparing these studies? (20) investment projects were selected after obtaining the license by the General Directorate of Investment in Dohuk.
In order to test the research hypotheses, the researcher analyzed the criteria for preparing feasibility studies for these projects. The research reached a number of conclusions, the most important of which is that the criteria for commercial profitability are predominant in the preparation of feasibility studies. While the adoption of national profitability criteria was very weak and non-existent in some studies.
