Abstract

 It is well known that the legislation is a set of legal rules that are established by the competent authority or specified in the states according to the constitutional rules, and that the legislation takes multiple forms and forms. Characteristics, and we have referred through this research to the competence of the Council of States in preparing legislation not only in Iraq, but also in the countries under study such as France and Egypt as well, and it became clear to us that the Council of States exercises competencies in this context or this regard.
