Baredableness is a contemporary term that crystallized as a result of the rapid and successive development in the field of international relations and diplomacy, parallel to the role of the state in terms of issues, entities, parties, influence, influence and mutual influence, in a way that the state is no longer the main party, if not the only one in drawing and implementing foreign policy as it was previously known, but rather The strategy of the state in how to take care of its interests defines the form of diplomacy in today's globalized world that determines the party or the party that is planned and implemented, so it can be said that there is a kind of distribution of roles between the state as a main party in diplomatic action and other actors who are not states, but rather They practice diplomatic work alongside countries, which are known today as parallel or paraplegic diplomacy.
Diplomacy is a wide field in practicing diplomatic work in terms of performance and tasks, and it draws a roadmap for itself to achieve the desired goals, in order to reach the best results with the least possible efforts available and as soon as possible.
In light of the changes of the times and its requirements, the role and influence of non-state actors in the field of par diplomacy can be considered as complementary roles, secondary roles and sometimes proactive roles in accordance with the issues in which these parallel diplomatic actors are practiced.
